PPrecaptureMedicaid Market Intelligence

Methodology

Evidence before interpretation.

Precapture separates sourced public facts from labeled analysis and preserves uncertainty when verification is incomplete.

Verification ladder

Single verification

One directly accessible source supports the claim. Single-verified records remain research inputs and are not eligible for the public intelligence feed.

Double verification

Two event-specific sources support the material claim, with an authoritative or primary source preferred. Public facts must meet at least this level.

Triple verification

Three event-specific sources independently support a material or disputed claim. Contradictions remain visible rather than being collapsed into certainty.

Market heat

Heat summarizes verified procurement, award, transition, deadline, exit, and portfolio activity. It is not a prediction of the winning bidder or award outcome.

Freshness

Monitoring verification records when source checks completed and which states were actually verified. Content freshness changes only when a substantive public fact changes.

Corrections

Source-linked corrections are evaluated against the underlying public record. A response-time commitment and correction-submission workflow are pending owner approval and will not be represented as active before that approval.
