Terms of use and subscription agreement
Every procurement starts with information. Precapture makes it the knowledge that wins.
An outline, not a signed agreement.
This page is a draft outline for counsel. It is not legal advice, and it is not the agreement a plan signs.
1. Status
Draft, pending legal review. Nothing on this page is in force until counsel finishes it and a plan signs an agreement.
2. Who may subscribe
A subscription is for a Medicaid health plan or a team working for that plan. The public pages stay readable without a subscription.
3. What a subscription is
A subscription is access to cited market intelligence: procurement timing, plan rosters, and early-warning briefs, plus a labeled analysis draft. The outline does not set a fee.
4. Facts and analysis
A sourced sentence is a fact and cites its source. A paragraph labeled analysis is a reading of that record. Analysis does not change the fact.
5. No patient data
The service does not ask for protected health information, patient records, or claims feeds. A subscriber does not upload member data to use it.
6. Acceptable use
Subscriber material is for the plan's own capture work. It is not a license to misstate a source, to contact an evaluator during a quiet period, or to present analysis as a fact.
7. Subscriber material
A plan's notes stay with that plan. They are not part of the public pages.
8. Term
The length of a subscription, and how either side ends it, belong in the signed agreement. This outline does not set that term and does not set a fee.
9. Advice
Precapture is not legal advice, clinical advice, or a bid. A plan's counsel and capture lead decide what to file.
10. Changes
This draft will change when counsel reviews it. The public page will say when the outline is no longer a draft.
