Idaho sets December 1 blackout before comprehensive managed-care RFP

Idaho DHW and Idaho Capital Sun report that the comprehensive managed-care transition is delayed to 2030 and that a procurement blackout begins December 1, 2026. DHW separately says it expects the RFP later in 2027.
